What is ACS and why is it needed?

What problems arise from ACS design errors?
When ACS is designed without detailed analysis of architecture and workflows, significant problems arise:
- Conflicts between access scenarios and architecture - the system blocks access to those areas where it is necessary for normal work processes, or, on the contrary, opens unnecessary points, reducing the level of security
- Lack of integration with related systems - video surveillance is not synchronized with access, the security alarm operates independently, and in the event of an incident it is impossible to quickly find out what happened

Which standards are used for ACS design?
The design of an access control and management system is regulated by a specialized regulatory framework - its compliance is critical both for passing expert review and for the actual performance of the system at the facility. - GOST R 51241-2008 “Means and systems for access control and management. Classification. General technical requirements. Test methods" is a fundamental standard that establishes the classification of ACS by the number of access points (small capacity - up to 64, medium - up to 256, large - over 256 points), functional characteristics and level of security from unauthorized access to information
- GOST R 54831-2011 “Access control and management systems. Controlled blocking devices. General technical requirements. Test methods" - requirements for turnstiles, barriers, gates and other physical barrier devices included in ACS
- GOST R 53704-2009 “Comprehensive and integrated security systems. General technical requirements" - the regulatory basis for the design of ACS as part of integrated security systems with burglar alarms, video surveillance and building management systems (BMS)
- WD 78.36.003-2002 Ministry of Internal Affairs of Russia “Engineering and technical strength. Technical means of security. Requirements and design standards for protecting facilities from criminal attacks" - a departmental document regulating the requirements for equipping facilities with access control means in terms of anti-criminal protection
- SP 484.1311500.2020 “Fire protection systems. Fire alarm systems and automation of fire protection systems. Design standards and rules" - regarding the mandatory unlocking of doors and emergency exits with ACS-controlled electromagnetic locks when a fire alarm signal is received from the fire alarm control panel
- Federal Law No. 152-FZ “On Personal Data” - when designing an access control system with biometric identification (fingerprint, facial geometry), determines the requirements for the protection of biometric personal data, storage of identifier databases and informing subjects
- Government Decree of the Russian Federation No. 87 dated 16.02.2008 (as amended on 21.10.2025) “On the composition of sections of project documentation and requirements for their content” - regarding the composition and content of the section of safety systems and extra-low-voltage systems in project documentation
The combination of access control systems and fire protection systems deserves special attention: under SP 484.1311500.2020, all escape-route doors held closed by ACS-controlled electromagnetic locks must unlock automatically when a fire alarm signal is received. Ignoring this requirement is a common reason for expert-review comments in the extra-low-voltage systems section and creates a real life-safety risk during a fire.
