        We design technical security equipment for facilities of various purposes. We develop a project TSS, including video surveillance, access control, security alarm and warning systems. Well-designed technical security means ensure reliable facility protection, transparent management and prompt response to incidents.

        Why can’t the design of TSS for a transport facility be entrusted to a designer without experience in transport safety?

        A transport infrastructure facility is the only industry in design where the composition, technical parameters and operating algorithms of security systems are standardized not only by construction regulations, but also by federal legislation on transport safety. A designer without experience of the requirements of Federal Law No. 16-FZ "On transport security" and Government Decree of the Russian Federation No. 2418 dated 31.12.2020, will most likely create documentation that will not be approved by Roszheldor or the Federal Air Transport Agency - and will return with comments that make the adjustment in labor intensity comparable to a new project.

        Technical security equipment (TSS) is not just video surveillance and turnstiles. This is a complex of interconnected technical subsystems designed for a specific category of object and a specific level of threats: from a closed-circuit television system with video analytics and inspection equipment to ACS with biometric identification and an operational communication system with a dispatch center. Each element of this complex should not function in isolation, but in a single architecture, where the failure of one component does not nullify the protective functions of the others.

        AYU-Project develops design documentation and working documentation on TSOB for transport infrastructure facilities (train stations and stations, airports), as well as for industrial, commercial and sensitive facilities - in full compliance with the requirements Federal Law No. 16-FZ, industry government regulations Russian Federation and GOST R 53704-2009. Our specialists have completed projects at Russian Railways facilities across Russia, which have passed industry expert review and been put into operation.

        Three principles that we put into every TSOB project

        We develop TSS projects taking into account the category of the object and current safety requirements: the category of the transport infrastructure object determines the minimum permissible composition of TSS, technical parameters of subsystems and requirements for their interaction - it is from this that all project logic is based. We integrate all technical means into a single protective circuit: CCTV, ACS, SIAS, inspection equipment, warning system and communication means work on a single software platform, exchange events and implement agreed upon response algorithms. We ensure compliance of design documentation and working documentation with the standards and requirements of the approving bodies - Roszheldor, Rosaviatsiya, Rosmorrechflot, Ministry of Internal Affairs and FSB - which eliminates the return of documentation with comments and delays in construction.

        What is included in TSS: subsystems and their functions

        CCTV system (CCTV / video surveillance) - IP video surveillance with intelligent video analytics for monitoring the territory, perimeter, entrance areas, passenger areas and critical elements of the facility. The composition of CCTV for transport infrastructure includes: dome, box and PTZ cameras with the required technical parameters (resolution, sensitivity, viewing angle); video analytics system (perimeter violation detection, detection of abandoned objects, face recognition, people counting, behavioral analysis); video archive storage server with a standardized storage period; automatic transmission of alarming video fragments to the dispatcher’s workplace and to the situational control system.

        Security and Intrusion Alarm System (SOTS) - a system for detecting unauthorized entry into protected areas and critical elements of the facility. Includes: sensors for motion, structural destruction and opening of doors/hatches in technological and sensitive areas; panic buttons (stationary and portable) at employee workplaces; centralized management software with an event log, automatic response algorithms and a dispatcher interface; integration with CCTV to automatically switch cameras to the alarm zone when sensors are triggered.

        Access Control and Management System (ACS) - delimitation of access zones between categories of users: passengers, facility personnel, transport security officers, law enforcement officers. We design ACS using ID cards (Mifare, EMV), biometric readers (fingerprint, face recognition), PIN keyboards; with automatic formation of access regimes according to admission categories; with maintaining a full log of passes and generating reports for the security service.

        Inspection equipment and checkpoints - technical means of detecting prohibited and restricted items at checkpoints: stationary and hand-held metal detectors; X-ray television installations (inspection of hand luggage and baggage); explosive detection systems (gas analyzers, trace detectors); video surveillance systems for inspection areas with recording. We design checkpoints taking into account the regulated throughput (number of people/hour) and the requirements for planning solutions for the inspection area.

        Public address system - prompt sound and light information for passengers and personnel in the event of an alarm, threat of ANV or an emergency situation. For transport infrastructure facilities, the TSOB warning system is designed separately from the fire emergency control system (although integrated with it) and contains: amplifiers and speaker systems with standardized speech intelligibility in passenger areas; light annunciators and information boards; control system with pre-recorded voice messages and the ability to manually turn on the microphone.

        Means of operational communication - design of an operational communication system between security posts, transport security, duty personnel and a centralized control center (CDC). Includes: two-way loudspeaker communication systems (intercom) at checkpoints, posts and in restricted areas; integration with panic buttons and technical security systems; channel for secure data transmission to the central control center and law enforcement agencies.

        Power supply and redundancy TSS - calculation of power consumption, design of main and backup power supplies. For transport infrastructure facilities, the requirements for power backup of security systems are normatively established: when the main power supply is turned off, the TSOB must continue to function fully for a regulated time. We design guaranteed power supply schemes with UPS, battery storage and diesel generator sets.

        Transport security: what are the specifics of designing TSS for Russian Railways and airports?

        For transport infrastructure objects, the design of TSS is carried out within the framework of a special legal field that is absent for other types of objects. The basis is Federal Law No. 16-FZ "On transport security" and Government Decree of the Russian Federation No. 2418 dated 31.12.2020, establishing requirements for TSS at the stage of design and construction of transport infrastructure facilities of all types of transport. For railway transport, there are additional industry regulations with requirements that take into account the category of the station and the level of safety. For airports - Government Decree of the Russian Federation with the requirements of the Federal Air Transport Agency, including regarding aviation security in accordance with international standards ICAO.

        A practical consequence for the construction business: designing a safety and security system for a transport infrastructure facility requires not only a construction SRO, but also documented experience in working with the regulatory framework for transport safety. The documentation is approved by industry-specific federal agencies (Roszheldor, Rosaviation, Rosmorrechflot) before the issuance of a construction permit - this is an independent stage with its own requirements and deadlines that must be included in the project schedule.

        Implemented TSOB projects

        Composition of design documentation and working documentation to TSS

        Documentation is developed in accordance with Government Decree of the Russian Federation No. 87 dated 16.02.2008 No. 87 (as amended on 21.10.2025) “On the composition of sections of project documentation and requirements for their content”, Government Decree of the Russian Federation No. 2418 dated 31.12.2020, GOST R 53704-2009, GOST R 21.1101-2020 and the requirements of the technical specifications.

        Design documentation stage includes: an explanatory note with a description of the object, its transport security category, a list of neutralized threats and justification for the composition of TSS; block diagram TSS with a description of subsystems and algorithms for their interaction; description of transport security zones (ZTB), critical elements of the facility and checkpoint; a list of technical parameters of each subsystem with justification for compliance with regulatory requirements; calculation of backup power supply; matrix of events and reactions TSS.

        Working Documentation Stage (WD) contains:

        • block diagrams of each TSOB subsystem with a complete set of equipment;
        • organization diagram checkpoint with planning solutions for the inspection area;
        • equipment placement plans (cameras, readers, detectors, sirens, checkpoint) linked to construction axes and marks;
        • schematic electrical diagrams of control cabinets for each subsystem;
        • subsystem integration diagram with a description of protocols and software;
        • matrix of events: alarm signals - automatic reactions of subsystems;
        • cable log and tracing diagrams of low-current and power cable lines;
        • assignment for programming an integration platform;
        • power supply diagram with calculations UPS and battery bank;
        • specifications of equipment and materials;
        • statement of quantities.

        Regulatory design basis TSS

        • Federal Law No. 16-FZ “On Transport Security” is the fundamental federal law that defines the requirements for the protection of transport infrastructure facilities from acts of illegal interference (accessibility for people with reduced mobility);
        • Government Decree of the Russian Federation No. 2418 dated 31.12.2020 - requirements for ensuring transport safety of transport infrastructure facilities by mode of transport at the stage of their design and construction;
        • Government Decree of the Russian Federation No. 1633 - requirements for ensuring transport security of railway transport facilities, including requirements for anti-terrorist security, taking into account security levels;
        • Government Decree of the Russian Federation dated 05.10.2020 - requirements for ensuring transport security of air transport facilities;
        • Order of the Ministry of Transport of Russia No. 225 from 02.07.2021 - the procedure for developing a plan to ensure the transport security of the facility;
        • GOST R 53704-2009 - complex and integrated security systems: general technical requirements for construction and design;

        • GOST R 51241-2008 - means and systems of access control and management: classification and general technical requirements;

        • GOST R 21.1101-2020 - requirements for working documentation (WD) formatting;

        How to commission a technical security systems design from AYU-Project

        What software is used to integrate technical security equipment (TSE) subsystems?

        The integration platform is selected according to the client's requirements, subsystem hardware and import-substitution constraints. For the facilities being designed, a preliminary category is applied, determined according to the criteria of the resolution of the Government of the Russian Federation for the corresponding mode of transport. We help determine the preliminary category and create design documentation taking into account the requirements that meet this category - this allows you to avoid returning documentation with comments during subsequent official categorization.

        Is it necessary to develop a TSOB for a station that does not have the status of a transport infrastructure facility?
