        We ensure anti-terrorism security of buildings and structures by developing comprehensive design solutions to prevent threats, protect people and comply with the requirements of current legislation.

        We carry out measures to ensure anti-terrorist security of objects, buildings, structures and adjacent areas. We develop design solutions to ensure security and anti-terrorism protection, including engineering and technical security equipment, access control systems, video surveillance and perimeter protection. Properly organized provision of anti-terrorist protection of buildings and structures reduces the risks of threats, increases the level of human safety and ensures compliance with legal requirements.

        Anti-terrorism security of a facility is not an option, but a legal requirement

        If more than 50 people can be at the facility at the same time, it is subject to Federal Law No. 35-FZ “On Countering Terrorism” and must comply with the requirements of anti-terrorism protection (ATZ). This is not a wish - it is a legal norm, non-compliance with which entails administrative liability for officials and legal entities, and in the event of an incident - criminal liability. Requirements for the composition of organizational measures and engineering and technical means of security are differentiated by the category of the object, its purpose and industry affiliation - and for each type of object there is its own decree of the Government of the Russian Federation.

        For the construction business, this means the following: the section “Ensuring anti-terrorism security” must be included in DD at the design stage - before obtaining a construction permit. Errors or omissions in this section are identified during the state expert review and the entire DD is returned for revision. AYU-Project develops a complete set of documentation for anti-terrorism security - from object categorization and design decisions on the composition of ETSS to a safety data sheet - in strict accordance with SP 132.13330.2011 and current industry regulations of the Government Russian Federation.

        Three principles that underlie our work on anti-terrorism security

        We develop solutions for anti-terrorism security taking into account the category and purpose of the object: for a shopping center, educational institution, industrial enterprise and healthcare facility there are different Government regulations Russian Federation, different categorization criteria and different regulatory mandatory composition of protective equipment. We integrate engineering and technical security measures and organizational measures into a single workable complex: checkpoint, ACS, CCTV, security alarms, inspection equipment and warning systems are designed in conjunction, and not as independent systems. We ensure compliance of DD with the requirements of regulatory authorities - FSB, Ministry of Internal Affairs, the Russian National Guard and the relevant federal department - which eliminates criticism when approving the safety data sheet and passing the state expert review.

        For which facilities is it mandatory to develop ATP measures?

        The mandatory development of measures for ATZ is determined by two criteria: the type of facility (its functional purpose) and the number of people who can be on it at the same time. According to Part 6 Art. 3 Federal Law No. 35-FZ “On countering terrorism”, an object where more than 50 people can be present at the same time is subject to mandatory anti-terrorism protection.

        The main categories of objects for which the development of measures according to anti-terrorism security is legally required:

        • Retail facilities - shopping centers, shopping and entertainment complexes, markets (Government Decree of the Russian Federation No. 1273 dated 19.10.2017);
        • Places of mass gathering of people - public spaces, concert halls, sports facilities, train stations, airports (Government Decree of the Russian Federation No. 272 dated 25.03.2015);
        • Educational facilities - schools, kindergartens, universities, institutions of additional education (Government Decree of the Russian Federation No. 1006 dated 02.08.2019);
        • Medical facilities - hospitals, clinics, medical centers (RF PP No. 1479 dated 06.11.2019);
        • Cultural objects - museums, theaters, libraries, exhibition centers (Government Decree of the Russian Federation No. 353 dated 11.02.2017);
        • Industrial facilities - industrial enterprises and production areas within the jurisdiction of the Ministry of Industry and Trade (Government Decree of the Russian Federation No. 258 dated 01.03.2024);
        • Objects of religious organizations (Government Decree of the Russian Federation No. 1442 dated 05.09.2019);
        • Objects of federal executive authorities - each department establishes requirements for subordinate facilities by independent Government Resolution Russian Federation. For social, cultural and communal facilities, as well as non-residential premises in apartment building with a simultaneous presence of more than 50 people, the minimum required composition of design solutions for anti-terrorism security is determined SP 132.13330.2011 depending on the class of the object in terms of significance.

        Categorization of a facility: what determines the composition of ATZ measures?

        The category of an object is a key parameter that determines the normatively mandatory minimum composition of engineering, technical and organizational anti-terrorism security measures. Categorization is carried out by a special commission based on an assessment of the vulnerability of the object, taking into account its significance for infrastructure and life support, the projected number of victims in a possible terrorist attack and the likely amount of material damage.

        For most industries, from two to four hazard categories are established: objects of the highest category require the maximum composition of ITSO and enhanced security measures, objects of the lower categories require reduced ones. For industrial facilities in the sphere of the Ministry of Industry and Trade, for example, there is a three-level classification (high - “B”, medium - “C”, low - “H”) with clear quantitative thresholds for the number of possible victims and the amount of damage. The assigned category is recorded in the commission’s act and is the basis for the formation of technical specifications for the design of ITSO and the preparation of a safety data sheet for the facility.

        What does section anti-terrorism security include in the project documentation?

        SP 132.13330.2011 “Ensuring anti-terrorism security of buildings and structures. General design requirements" is the main regulatory document that determines the composition of design solutions for anti-terrorism security for capital construction projects. Depending on the class of the object and the number of people, the document establishes the mandatory composition of technical means that must be provided for in DD.

        Checkpoint (checkpoint) - we are designing checkpoint for pedestrian and vehicle access with regulated throughput, planning solutions for the inspection area, placement of inspection equipment and integration with ACS. For objects with traffic access - barriers, fencing bollards and anti-ram devices with manual or automatic control.

        Inspection equipment (MO/MI/GAPVV) - stationary and hand-held metal detectors (MO), X-ray television introscopes for inspection of hand luggage and baggage (MI), gas analytical devices for detecting explosives (explosives detector). The composition is determined by the class of the object by SP 132.13330.2011 and the requirements of industry government regulation Russian Federation.

        CCTV System (SOT) with security lighting (SOO) - video surveillance of entrance groups, adjacent territory and perimeter with a monitoring function for the detection of weapons and explosives, video analytics (detection of abandoned objects, violation of the perimeter) and a standardized archive storage period.

        Access Control and Management System (ACS) - delimitation of access zones, control of turnstiles and electromechanical locks at security entrances, event logging, biometric identification of personnel in sensitive areas.

        Security and Intrusion Alarm System (SOTS) - detection of unauthorized entry into protected areas, panic buttons for personnel, integration with SOT and ACS for automatic response.

        Emergency Alert System (solar power plant) and EVAC - warning employees, visitors and the population about the threat of a terrorist attack, evacuation management, communication with operational services.

        Anti-ramming and barrier devices (RTU) - we design active and passive anti-collision devices to protect entrance areas, pedestrian areas and building facades from vehicle collisions.

        Object Safety Data Sheet: what is it and who is required to have it?

        The safety passport of an object (territory) is the main document reflecting the state of anti-terrorist security of a particular object. It contains information about the object, its category, identified vulnerabilities, organizational and engineering protection measures taken, the composition of the security forces and the procedure for interaction with operational services.

        The safety data sheet is developed in accordance with the form approved by the industry resolution of the Government Russian Federation for this type of object, in two copies: one is kept by the copyright holder of the object, the second by the territorial authority FSB. The passport is subject to updating when the category of an object changes, reconstruction or a significant change in the protection regime. AYU-Project develops a facility safety data sheet as an independent document (for existing facilities) and as part of a complete set DD (for those under design), ensuring its approval by FSB, Ministry of Internal Affairs and the Russian National Guard.

        Regulatory framework for support anti-terrorism security

        • FZ-35 from 06.03.2006 “On Countering Terrorism” is a fundamental federal law; part 6 art. 3 establishes the obligatory nature of emergency protection for facilities with a simultaneous presence of more than 50 people;
        • SP 132.13330.2011 “Ensuring anti-terrorism security of buildings and structures. General design requirements" - the main regulatory document for the designer, table of composition ETSS by object class;
        • Government Decree of the Russian Federation No. 272 dated 25.03.2015 - requirements for ATS of places where people gather in large numbers and the form of a safety passport;

        Composition of design documentation and working documentation according to ATZ

        Documentation is developed in accordance with Government Decree of the Russian Federation No. 87 dated 16.02.2008 No. 87 (as amended on 21.10.2025) “On the composition of sections of project documentation and requirements for their content”, SP 132.13330.2011, the corresponding industry decree of the Government of the Russian Federation and the requirements of the technical specifications.

        Design documentation stage includes: an explanatory note describing the object, its functional purpose and class in importance; justification for the assigned category of an object (the act of categorization); vulnerability analysis and threat model; a list of measures for anti-terrorism security with justification for their sufficiency; composition ETSS with technical parameters and rationale for choice; planning solutions for inspection areas at checkpoint; description of organizational measures (security regime, admission procedure, security forces and means); block diagram of ETSS with the composition of subsystems and algorithms for their interaction.

        Working Documentation Stage (WD) contains: block diagrams of each ITSO subsystem with a complete set of equipment; equipment placement plans with reference to architectural axes; checkpoint drawings with planning solutions for the inspection area and placement of inspection equipment; schematic electrical diagrams of control cabinets; subsystem integration matrix (events and reactions); cable log and routing diagrams; specifications of equipment and materials; statement of quantities.

        The safety data sheet for a facility is developed in accordance with the form approved by the relevant decree of the Government of the Russian Federation, and includes: general information about the facility; vulnerability assessment results; ATZ measures taken; a diagram of the facility indicating checkpoints, critical elements and vulnerabilities; security forces and means; procedure for interaction with the FSB, the Ministry of Internal Affairs and the EMERCOM.

        Do I need to update the safety data sheet and how often?

        The safety data sheet is subject to mandatory updating when the category of a facility changes, reconstruction, a significant change in the protection regime or a change of copyright holder. In addition, most industry regulations of the Government of the Russian Federation establish scheduled updating at least once every three years. We update the safety data sheet as an independent service with subsequent re-approval from regulatory authorities.

        Is it possible to order only a safety data sheet without developing design documentation?

        Yes. For existing facilities where engineering and technical security equipment (ETSE) has already been implemented, the safety data sheet is developed as an independent document - without design documentation. In this case, we conduct an inspection of the facility, record the actually implemented ATZ measures, identify vulnerabilities, assign (or confirm) a category and develop a passport in the form of the relevant decree of the Government of the Russian Federation. Coordination with the FSB, the Ministry of Internal Affairs and the Russian National Guard is within the framework of the agreement.

        What is the responsibility for the absence of a safety data sheet for a facility for which it is required?

        Responsibility is established by Art. 20.35 Code of Administrative Offenses of the Russian Federation “Violation of requirements for anti-terrorist protection of facilities (territories)”: for officials - a fine from 30 000 to 50 000 rubles or disqualification; for legal entities - a fine from 100 000 to 500 000 rubles. In case of systematic violations or in the event that the absence of ATZ contributed to the onset of negative consequences, responsibility passes to the level of criminal law.

        Is it necessary to develop measures for ATZ when reconstructing an existing building?

        During reconstruction, in which the parameters that affect the facility’s class of significance or category according to ATZ change (for example, the capacity increases or the functional purpose changes), the ATZ section is subject to mandatory revision. If the reconstruction does not change these parameters, the adjustment is performed as part of changes to the existing PD. We help determine the required amount of documentation for a specific reconstruction case.

        What happens if the ATZ section of the PD documentation does not comply with SP 132 or the applicable industry regulation?

        The discrepancy is identified during the state expert review of the DD and is the basis for a negative conclusion. The DD is returned for revision, which delays the deadline for obtaining a construction permit. For an existing facility, non-compliance is detected during an inspection by the Russian Guard or the FSB and may result in administrative liability under Art. 20.35 Code of Administrative Offenses of the Russian Federation - a fine for officials up to 50 000 rubles, for legal entities - up to 500 000 rubles.

        Who approves a facility security passport, and how long does the process take?

        The safety passport is coordinated with the territorial bodies of the FSB, the Ministry of Internal Affairs (police) and, as a rule, the Russian National Guard, as well as with the relevant department (for facilities subordinate to a specific ministry). The timing depends on the region, the current workload of the approval bodies and the completeness of the information provided - from 2-3 weeks to 2-3 months. We accompany the documentation through all approval authorities and take into account the specifics of regional approval structures in advance.

        How does the ATZ section of the design documentation differ from the safety data sheet of a facility?

        The ATZ section in the design documentation is a design document establishing the composition and technical parameters of engineering and technical security means that must be implemented during construction. A safety passport is an operational document that describes the actual state of security of an already functioning facility. For the facility being designed, the ATZ section is first developed in the design documentation; after construction and commissioning, a passport is drawn up. For an existing facility, a passport is developed or updated without design documentation.
